Celena Morrison, the city's executive director of LGBT affairs, recorded part of her husband Darius McLean's arrest on the Vine Street Expressway, her sister told CNN on Sunday.
Morrison can be heard in the video repeating, “That's my husband,” as McLean lays on the ground.
“I work for the mayor,” Morrison can be heard saying.
“It's because I'm black,” McLean says in the video.
The unnamed trooper replied, “It's not because you're black.”
The officer shown in the video then walks toward Morrison and the camera pans.
A police report from Saturday's incident said the two men resisted arrest during a traffic stop.
The unnamed state trooper seen in the video conducted a traffic stop for the driver of a gray Infiniti sedan for “multiple vehicle code violations,” according to the report. A short time later a green Dodge sedan pulled up behind the trooper's vehicle.
The man driving the Dodge became “verbally belligerent” when he approached the trooper, the report said.
“The individual refused several lawful orders made by the trooper, and the trooper attempted to arrest the individual. The individual resisted arrest on several occasions,” the report said.
The driver of the Infiniti began interfering with the arrest of the Dodge's driver, according to the report.
“Both were later arrested for resisting arrest, obstruction of justice, disorderly conduct and other related charges,” the report said.
The report did not list Morrison or McLean by name.
Morrison's sister, Latasha Morrison Sinclair, posted video of the arrest on Facebook. The video was not made public as of Sunday afternoon. It's unclear whether Facebook or Sinclair took the video.
State police are not releasing the name of the trooper in the video at this time. According to Pennsylvania State Police spokesman Miles Snyder, the trooper is on restricted duty and will not be on patrol during the investigation.

CNN has reached out to Facebook, the Pennsylvania Fraternal Order of Police and Morrison for comment.
